Faro Municipal Master Plan (PDM): maps and rules to check before building

How to cross-check Faro’s municipal plan, agricultural and ecological restrictions, risks, heritage, local plans and archaeological rules.

Faro’s municipal land-use plan (Plano Diretor Municipal, PDM) is not a single map. The municipal geoportal shows the land-use planning map (modelo de organização territorial), cultural heritage, risks and safeguards, and several restriction maps. A plot review is only complete after cross-checking those layers and checking for a more detailed plan.

Start with the geoportal and current regulations

The “Mapas de Faro” portal identifies the Municipal Master Plan in force and provides the official regulations and maps. Layers include the land-use planning map, cultural heritage, risks and safeguards, natural resources and infrastructure, rural fire risk, the National Agricultural Reserve (RAN) and National Ecological Reserve (REN).

The regulations classify the territory as rural or urban land, then divide it into categories and subcategories. That classification, together with the other maps, leads to the uses and parameters that must be assessed.

Consider the rules together

The land-use map does not override every restriction

  • Locate the plot in the land-use planning map.
  • Cross-check cultural heritage and risk or safeguard areas.
  • Check the restriction maps, including RAN and REN.
  • Confirm planning commitments, the road hierarchy and infrastructure where relevant.
  • See whether an urbanisation plan, detailed plan or subdivision permit applies to the site.

A Faro-specific rule

Works may require municipal archaeological assessment

The regulations identify urban areas of high and medium archaeological sensitivity. Within them, operations affecting the ground or subsoil and demolition works require a prior opinion from the Municipal Archaeology Service.

Depending on the site and intervention, archaeological monitoring or trial trenches may be required. Even outside mapped areas, discovering remains during works requires stopping the affected work front and notifying the relevant authorities.

Local plans

The PDM may not be the most detailed instrument for the plot

The geoportal lists detailed and urbanisation plans for areas including Horta dos Pardais, Lejana, Vale de Carneiros, Penha and Vale da Amoreira. Within those boundaries, consult the regulations and maps of the specific plan.

Also check subdivision operations and existing planning commitments. A general PDM parameter does not replace the terms of a permit or a more detailed territorial instrument applying to the property.

Prepare the question before sending it to the municipality

    Identify the property correctly

    Gather the tax record, registry certificate, survey or plan, and coordinates that connect the request to the right plot.

    Describe the project

    State the use, footprint and floor area, storeys, access and other essential characteristics. “Can I build?” without a specific proposal offers little certainty.

    Use Faro Online Services

    The municipality provides planning applications through its digital form and lists the supporting documents for each request.

  4. 04
    Protect the buying decision

    If viability is essential, do not take on an unconditional commitment before obtaining suitable technical and municipal confirmation.
