Olhão Municipal Master Plan (PDM): what to check before building

How to cross-check Olhão’s municipal plan with agricultural, ecological and coastal restrictions, and when to request a certificate before buying.

In Olhão, establishing whether land allows the intended construction requires more than finding the plot on the land-use map. The municipal geoportal brings together different versions and map layers of the municipal land-use plan (Plano Diretor Municipal, PDM), agricultural and ecological restrictions, rules connected with Ria Formosa and the coast, and several detailed plans. The answer should follow from reading these elements together and confirming the specific project.

Start with the current set of maps and regulations

Olhão’s geoportal presents the regulations published by Declaration no. 89/2021, a 2022 amendment, a material correction from the same year and a summary land-use map associated with Notice no. 7501/2025/2. This shows why a PDF saved several years ago may no longer represent the full applicable framework.

First identify the plot with reliable information and consult the land-use map, current summary and their legends. Then check the Diário da República and National Territorial Information System for any change after this guide was reviewed.

Ria Formosa and the coast

Environmental and coastal layers can be decisive

Besides the general map, the geoportal provides maps connected with Ria Formosa Natural Park and coastal-zone planning, plus special restriction maps, easements and restrictions, the National Agricultural Reserve (RAN) and National Ecological Reserve (REN).

These layers are not decorative information. Depending on the location and intervention, they may limit uses, siting, earthworks or other operations. An apparently favourable classification on one map does not remove restrictions arising from the others.

More detailed plans

Pechão, the historic area and other locations have their own instruments

The municipal portal lists, among others, the North Pechão Rural Area Intervention Plan and detailed plans for north-west Olhão, the Historic Area, east Olhão, Marim and the Research Centre. Within their boundaries, the more specific instrument may add rules, uses and parameters not found in the PDM alone.

Also check subdivision permits, urban rehabilitation areas and planning commitments associated with the property. Nearby buildings do not prove that a new project can be approved under the same conditions.

Municipal confirmation

A planning-classification certificate helps, but does not approve a project

Olhão Municipality offers an application for a PDM Classification Certificate to certify the spatial class and restrictions affecting a particular property. It is a useful way to turn an informal map consultation into a municipal document referring to the correct property.

The certificate should not be confused with approval of the home, pool, extension or development you intend to carry out. Where the buying decision depends on a specific project, a properly documented request for a preliminary planning decision (pedido de informação prévia, PIP) provides an assessment of that specific project.

Before committing

Prepare a check that can be repeated and confirmed

    Identify the correct plot

    Cross-check the tax record, land-registry certificate, survey or georeferenced plan. A listing marker may not reproduce the property’s legal boundaries.

    Cross-check every relevant map

    Record categories, restrictions, coastal or environmental regimes and any detailed plan covering the location.

    Describe what you want to build

    Use, footprint, floor area, storeys, access and infrastructure are essential to assess a real possibility rather than an abstract question.

    Request confirmation before becoming bound

    If viability is essential, use technical support and an appropriate certificate or preliminary planning decision before making an unconditional commitment.
